Why GVET exists

Government decisions routinely fragment across strategy reports, feasibility studies, budget notes, procurement plans, donor matrices, PMO dashboards and evaluation reports. Five failure modes follow: the original decision logic gets lost; activity substitutes for value; fiscal and execution risks sit in different systems; government learns too slowly; and decision logic remains adviser-dependent.

Federated Twin model

GVET does not attempt to create one synthetic digital twin of an entire country. Every deployed Twin is bound to a defined real-world counterpart: a policy, programme, investment, portfolio, institution, public asset, financing facility, service-delivery system or sovereign exposure.

Atomic Twin: One defined decision counterpart.
Programme Twin: Compatible Atomic Twins sharing governance, benefits or dependencies.
Portfolio Twin: Programmes and assets for a sector, institution or financing portfolio.

GVET is designed to show what requires a decision rather than reproduce another operational dashboard. A senior view should surface, with full traceability:

These postures are authoritative only when produced by implemented governed logic and approved by the accountable human authority.

GVET does not allow a strong weighted average to hide a critical failure. Hard gates can block authorisation where legal authority, fiscal affordability, public safety, data and cyber protection, procurement integrity, operating viability or other mandatory requirements are not met.

These states remain separate. Missing data are not treated as zero; estimates require method, range and confidence; simulations cannot be presented as observed facts; and authorised intent cannot be reported as realised value.

GVET is not a statutory audit, legal opinion, fairness opinion, regulated valuation, sovereign credit rating, engineering or safety certification, or an autonomous Cabinet decision maker. Qualified specialist opinions may be ingested as signed evidence while the relevant professional retains responsibility.

Product status
