    Published as open, not as done: the publisher's company number is not yet on the register and a production build is blocked until it is; eight cross-border access paths carry no executed transfer instrument and are dated for review ninety days from the last legal revision; the per-engine competence declaration is deferred rather than published, because the limits it would state have not been set; the eight publication classes are documented as a standard but no register row carries one yet, so the count is no longer shown as a headline figure; and the first-paint budget stands at 190 KB gzipped, restated rather than degraded, with the 475 KB documents chunk loaded only on demand.
